Special administration start - Munjuwa Health, Housing & Community Aboriginal Corporation

The Registrar of Aboriginal and Torres Strait Islander Corporations, Ms Tricia Stroud, has today placed the Munjuwa Health, Housing & Community Aboriginal Corporation (ICN 662) under special administration.

The corporation owns 25 residential properties, providing rental accommodation to Aboriginal and Torres Strait Islander people in the Queanbeyan region of New South Wales.

An examination of the corporation’s books was authorised on 9 February 2026 following a history of non-compliance with annual reporting and annual general meeting requirements. The corporation has been prosecuted and fined 3 times since 2016 for failing to lodge reports.

The examination identified serious governance failures spanning several years, including an absence of: 

• financial policies and procedures to guide financial management
• financial delegations
• adequate controls to authorise payments, with only one signatory required
• processes to reconcile the accounting system with bank transactions.

The corporation was also unable to provide several books and records for the examiners to inspect.

Following a period of procedural fairness, the Registrar determined that the extent of the governance failures and the corporation’s history of non-compliance required the appointment of a special administrator. The corporation was unable to demonstrate that it has the capacity to address the governance issues identified and achieve compliance with its obligations under the Corporations (Aboriginal and Torres Strait Islander) Act 2006.

Mr Peter McQuoid from PDM Consultancy has been appointed as the special administrator until 19 March 2027.
