Special administration end - Kalumburu Aboriginal Corporation
The Registrar of Aboriginal and Torres Strait Islander Corporations, Ms Tricia Stroud has today announced the end of the special administration of the Kalumburu Aboriginal Corporation. The corporation has been under special administration for 6 months.
The administration began after an examination of the corporation’s books in October 2024 identified serious issues of non-compliance with the CATSI Act and the corporation’s rule book. These issues included that the corporation failed to hold an annual general meeting (AGM) in both 2023 and 2024, and for the same years also failed to prepare financial reports for auditing.
KAC’s services include a Youth Program, Home and Community Care Program, Centrelink services, accommodation services at Coconut Lodge, operation of the Community Resource Centre, and commercial tenancy management.
The special administration achieved several positive outcomes for the corporation, including:
• Completing an audit of the financial statements for the years ended 30 June 2023, 30 June 2024 and 30 June 2025.
• Holding its first AGM in 3 years, where the audited financial statements were presented to the members of the corporation.
• Recruiting a new permanent chief executive officer.
• Appointing a new board including 2 independent directors.
• Addressing concerns raised by the corporation’s funders about various service delivery matters and putting measures in place to rectify them.
• Recommencing on-country trips under the Youth Program – a government funded program – by supporting corporation employees to obtain necessary qualifications including Bronze Medallions and first aid training.
To assist with monitoring the corporation’s governance as it emerges from special administration, the corporation will be required to provide additional reporting to ORIC for a period.
